Appendix (2) to RANCDA Constitution (May 2010)
RANCDA National Welfare Fund.
This appendix to the RANCDA Constitution is issued to implement the establishment, operating and management protocols for the operation of an autonomous RANCDA National Welfare Fund.
The RANCDA is committed to establish, operate, grow and manage an autonomous fund to be used to provide assistance to members, their families or other entities as deemed worthy because of financial difficulty.
The fund will be called the RANCDA National Welfare Fund.
The RANCDA National Welfare Fund will be managed by a committee of 3 members elected from the membership of the RANCDA National Executive.
The RANCDA National Welfare Fund Management Committee will be led by the National RANCDA Vice President.
The sole authority for distribution of funds from the RANCDA National Welfare Fund to RANCDA members, their families or other bodies rests entirely with the RANCDA National Executive. Such distribution decisions can only be made with majority vote of the RANCDA National Executive.
The RANCDA National Welfare Fund Management Committee is tasked with providing security of the funds whilst endeavouring to maximize returns by investment within the established secure financial sector.
The investment decisions made on behalf of the National RANCDA Welfare Fund vests entirely with the RANCDA National Welfare Fund Management Committee.
The funds of the RANCDA National Welfare Fund must not be invested outside Australia.
A financial statement must be provided to the RANCDA National Executive and to each RANCDA State and Territory Affiliate by 1 April each year.
The RANCDA National Welfare Fund must be audited by the RANCDA National Executive or by a competent financial auditor commissioned by the RANCDA National Executive before 1 April each year. Audit results must be distributed to all members of the RANCDA National Executive by 25 April each year and the results must be retained by the RANCDA National Welfare Fund Management Committee for a minimum of 7 years.
Comprehensive records of income and expenditure must be established and maintained by the RANCDA National Welfare Fund Management Committee.
The growth of the RANCDA National Welfare Fund will be by donation/s from individuals and bodies, investment returns and by the payment of an annual fee by each RANCDA Member that attends ANZAC Day functions at any RANCDA State or Territory Affiliate. The amount of the fee is to be set by the National Executive and reviewed from time to time. All RANCDA State and Territory Affiliates are to ensure that the annual RANCDA National Welfare Fund fee is paid to the RANCDA National Welfare Fund Committee before June 1 each year.
